Well, you know that short scene around about chapter thirty? When we get a brief flashback to Touya in that (massive) bed recovering from the poison and Yukito in the bedchamber attending him?
Touya says something like the High Priest is the 'One who protects' and the King is the 'One who fights for his country.' That kind of makes me think there is some sort of mystical connection between the two roles, that, maybe, the roles of King and High Priest are two sides of the same coin in the religion of Clow Country.
In which case any further bonds between them would only be seen as a very good thing by the people of Clow.
