I think that's read "Onmyouji Tokusoutai", which I'd translate roughly as Onmyouji Special Investigation Troop.
I think the ranger guys are called Kamono-taiin and Abeno-taiin, but I'm not sure. Let's see if tomorrow I can go back to Seian city and recheck.

Meanwhile, the Wiki finds itself useful. Those are traditionally famous last names for onmyoujis.
