Mental issues aside, I wonder if the creator didn't speak either English OR Japanese any well. Japanese people use Fujisan and seppuku, not Fujiyama and harakiri. (See, this journal sometimes IS educational!) The other option is that they're mocking the English-speaking gaijin. That would explain the Japanese cliches and the bad English grammar, if this is just visual snark.
Either way, I find the randomness hilarious XD
